どうしてここまで、タクシンが強いのか。。まことに謎です。

わたしのタイの友人で、赤シャツ派が大嫌いな人から、新聞記事をもらいました。日本の新聞は客観報道に努めているのは感じますが、あきらかに今回のことは騒乱に当たるのではないかと思います。観光客はどちれでもいいので早く落ちついてくれといった視点しか持たない人が多い気がするのも残念な限りです。この機会に、タイ社会の中身にも理解に努めてもらいたいものです。

先日、フィリピン副大統領選で、元マカティ市長ビナイ氏を支持した人と話す機会がありました。マカティ市の経済的成功、老人医療費優遇、高齢者の誕生日にはケーキを贈る、小学学校の無料制度。など、全国いたるところで、マカティ市並みになることを期待する人が多いと彼は言っていました。確かに、元副市長が職員水増しで給料を自分のふところに入れているとビナイ氏を訴えたり、カジノや裏社会との不透明な関係などわたしは、やばい人だと考えていましたが、庶民はそうでもないようです。

I'm not in a popularity contest. I'm not a two-faced diplomat playing it safe and trying to please everyone. So let me say it loud and clear: It's a rebellion, so put an end to it _ with swiftness, severity and certainty.

The military coup in 2006 wrongly overthrew the then democratically elected prime minister Thaksin Shinawatra. That was no democracy.The coup council handed the power back to the people in 2007. The People Power Party (PPP) won the following election. That was democracy.
The PPP was banned by the Constitution Court for electoral irregularities and the parliament _ the democratically elected representatives of Thailand _ voted the Democrats into power. That was democracy.

The United Front for Democracy against Dictatorship (UDD) argue against the Democrat-led coalition government's legitimacy and protest for the government to step down and call a general election.That was democracy.And the UDD had won.

The goals of the UDD from the very start: They wanted a House dissolution. They will have one in September. They wanted a general election. They will have one on Nov 14. All within seven months and PM Abhisit Vejjajiva's term actually ends in January 2012, a year and a half from now.
They should be dancing in the streets, celebrating victory. Then we can all go to the voting booth in November. Peace and democracy. But no.

The truth has revealed itself. The United Front for Democracy against Dictatorship is simply using democracy as a front in the interests of dictatorship.

Refusing the peaceful compromise, forsaking the democratic process, continuing to harm the country for the interests of one man, Thaksin Shinawatra, fighting against security forces of the rightful democratic government of Thailand _ that's an uprising, it's a rebellion.
It's criminal. That is not democracy.

If you disagree with me and think the UDD is in the right, then let me simplify it: The next time you're pulled over by the law in a traffic stop, you should just burn tyres, shoot slingshots at the cop and call him a dictator.

Anyone with an arrest warrant? No need to surrender. Barricade and fortify your home, fire slingshots and fire-crackers and call the law tyrannical.

Buy a lifetime membership to the Association of Anarchists. You don't belong in a civilisation.
The UDD leaders agreed to the prime minister's terms. But instead, Thaksin Shinawatra ordered Maj Gen Khattiya Sawasdipol to step on the brake. Because in his mind, he's screaming: ''What about me!'' ''What do I get out of this entire peace and democracy shenanigans!''

Here's Thaksin's dilemma. Peace and the democratic process don't guarantee his return to power. Someone in Montenegro is kicking and screaming on the floor: ''Me! Me! Me! What about me!''

Accepting the compromise is a loss of face and may even make PM Abhisit look good in the eyes of the people, for biting the bullet and extending his hand. Thaksin Shinawatra can no longer rely on the voting booths. He can no longer rely on the democratic process.
The UDD has used democracy as a tool _ manipulated and exploited it to return Thaksin to power. Now that they are no longer confident that the democratic process will serve their interests, the UDD has transformed itself from a democratic movement into an uprising, a rebellion, a criminal organisation.

It's worth repeating: They wanted a House dissolution. They have one in September. They wanted a general election. They have one on Nov 14. That's democracy. Instead, they flushed democracy down the toilet. So there's no negotiation other than the complete and total capitulation by the government to the UDD's every will and every whim. It's a total victory that will embarrass the government in the eyes of the Kingdom and of the world ( and may possibly bury the Democrat party) That's the game.

To Thaksin and the UDD, returning Thaksin to power is worth the 50-odd lives already lost. And that figure is bound to rise. More than 1,000 have been injured and that figure will rise. The billions of baht in economic damage. And that figure will rise. It's an uprising. It's a rebellion.

It's criminal.

The UDD is screaming: ''Now! Now! Now! Prime Minister resign now!'' Thaksin Shinawatra is crying: ''Me! Me! Me! I want my power back!'' That's not democracy. That's a child that needs to be put across the lap for a good spanking.

Let me repeat it again: They wanted democracy. They had democracy. We can all go to the voting booth on Nov 14. But they flushed democracy down the toilet and chose instead, a rebellion. And when there's a rebellion, the government must put down the rebellion. Otherwise, we have anarchy. The law must be swift, severe and certain _ any student of criminology can tell you that.

I've watched television and read newspapers all this weekend. Most so-called intellectuals, academics and media talk about reconciliation. Well, that's easy and safe _ using a thousand flowery words without saying anything worthwhile.

We reap what we sow. Again, I'm not in a popularity contest. I'm not a two-faced diplomat playing it safe and trying to please everyone. So let me say it loud and clear _ it's a rebellion. To preserve civilisation, the government must put down the rebellion _ swift, severe and certain.

UDD members have lost their lives. This is unfortunate. It should never have happened. They should all be in our prayers and their families should be assisted in any way possible. But they've died in a rebellion against the rightful, democratic government of Thailand.

The security forces that have lost their lives. This is unfortunate. It should never have happened. They should all be in our prayers and their families should be assisted in any way possible.

It didn't have to come to this. It shouldn't have come to this. But here we are on the brink of anarchy because of the pride, greed and vengefulness of one man, and of the indecisiveness, uncertainty and lack of leadership of another.

Let me repeat: We reap what we sow. It's a rebellion. Put an end to it, swift, severe and certain. Or step down and let the rebels take over. The longer this crisis drags on, the closer we are and the deeper we will be in a state of anarchy

５月１０日の正副大統領、上下院、首長などのフィリピンの総選挙が
集計マシンの導入が不安視されたなかで、とりあえず終わりました。
投票所にはずいぶん長い列ができて、あきらめて帰った人も多くいたそうです。結果は２４日に決まるそうですがいまのところ、
大統領はノイノイ・アキノ（アキノ元大統領、ニノイ・アキノ氏夫妻の息子）。副大統領はビナイ（前マカティ市長）になりそうです。
ノイノイとぺアーで選挙運動していたマー・ロハスが順当に副大統領に選ばれるだろうと思っていたので、きな臭いものを感じます。
ビナイ氏は、全国的な知名度は低いだろうし、選挙戦後半でいきなり出てきた感じです。エストラーダ元大統領とぺアーで選挙運動していました。エストラーダ大統領候補は、２位です。これも驚き。テレビやマスコミは彼の旧悪についてかん口令を引いていた気がします。一番、金権・汚職でネガティブキャンペーンをやられたのが、ビリヤール大統領候補でした。エストラーダが指摘できることではないだろうと思っていましたが、まことに不思議な構造です。

外相、米国務次官補に不快感
　チャワノン外相補佐官は５月10日、キャンベル米国務次官補がタクシン元首相の側近らに会ったことについて、カシット外相が駐タイ米国大使に遺憾の意を伝えたことを明らかにした。
　同次官補は９日、タイ愛国党（タクシン元首相が創設、07年５月に解党処分）の党首代行を務めたチャトゥロン氏、元首相の法律顧問ノパドン元外相、反独裁民主戦線（ＵＤＤ）首脳らと話し合いをした。
　これに対し、カシット外相は、米国大使を外務省に呼び、「米政府関係者がアピシット政権を倒そうとしている者たちと会ったことに失望した」と述べたとのことだ。
　なお、同次官補は11日夜にカシット外相と会談する予定という。

１．デモ関係

（１）当地報道等によれば、５月１日（土）はフィリピンの労働者の日（Labor Day）に当たり、各種労働者組織や野党系団体等がマニラ首都圏のみならず、バギオ市、セブ市、ダバオ市等全国各地で集会やデモを実施する予定です。特に左派系労組は、マニラ首都圏（Sto Tomas大学やLiwasang Bonifacio、SMXコンベンション付近など）で大規模な集会やデモを実施するとの情報もあります。

（２）フィリピン治安当局は、これらの集会やデモに当たって、差し迫った脅威はないとしていますが、フィリピン国家警察は、４月２８日より警戒度を上げて（注）、不測の事態に備えるとしています。

（注）リージョン１〜８、ＣＡＲ及びＮＣＲについては警戒度をノーマルから一段階上げ、リージョン９〜１３及びＡＲＭＭについては、警戒度を最高度に上げる由。）

２．選挙関係

当国大統領選挙を含む国政選挙及び地方選挙の投票日（５月１０日）が迫ってきました。これに伴い、選挙運動が過熱化する懸念が高まってきています。

フィリピン当局が２６日発表したところによれば、本年１月１０日から４月２５日までの間で、選挙がらみの暴力事件は全国で７５件発生し、死亡者２７名、負傷者３７名に上っている由です。

過去の事例に鑑みれば、今後、投票日が近づくにつれ、また、投票日以降、当選者が確定するまでの間、更に不測の事態が発生する可能性も否めません。

（参考）選挙に向けて、フィリピン国軍は４月３０日より、また、フィリピン国家警察は５月５日より、警戒度を最高度に高めて、不測の事態に備えるとしています。

３．注意事項

上記情勢から、在留邦人の皆様におかれましては、次の事項等に注意を払い、不測の事態、無用なトラブルに巻き込まれないよう心がけて下さい。

（１）外出の際には、事前にテレビやラジオ等の情報に注意を払い、集会やデモが開催される地域への不要不急の立ち入りは避ける（集会やデモの周辺地域では多数の集会・デモ参加者による混乱や交通規制等も予想されます。また、投票日においても、全国各地の公立学校等で投票が実施され、同様の混乱や交通規制等が予想されます。）。

（２）選挙候補者や選挙制度等に関する批判やコメントを避ける。

（３）公共の場、公園、ショッピング・モールなど不特定多数の人が集まる場所では常に周囲に注意を払う。

（４）投票日前日の禁止事項（選挙法での規定による）

・選挙運動

・アルコール類の売買、提供、サービスや摂取

・食料や交通費、金品の無料贈収

（５）投票日当日の禁止事項

上記（４）に加え、

・投票所から３０メートル以内での選挙絡みの政治行動や物品の売買

・見本市や品評会、闘鶏、ボクシング、競馬等の開催

One killed, 75 injured as five grenades are fired targeting pro-govt group; reds insist they're not responsible; 5 of 6 suspects apprehended are released　

Five grenades were fired from M-79 launchers at BTS Saladaeng station and nearby areas last night from unknown launch sites, killing a Thai woman and injuring 75 others including three foreigners, officials said. Ten are in serious condition.

However, Deputy Premier Suthep Thaugsuban reported three deaths from yesterday's attacks.

Whether the attacks in the heart of Bangkok will deter the anti-red movement, the so-called multicoloured demonstrators, who are planning their biggest rally at the Royal Plaza today remains to be seen. But the Abhisit government was dealt another major blow less than two weeks after the April 10 bloodshed.

All five grenades apparently targeted Silom residents and vendors who had gathered under the BTS station to confront the red-shirt protesters camping across the street behind fences made of bamboo.

Tension rose early in the evening as the multicoloured protesters chanted taunts and yelled at the red shirts to "get out" of their Rajprasong rally site. Unlike Wednesday night when they countered the taunts and traded projectiles with the multicoloured protesters, the red shirts were restrained yesterday, staying behind their barricades.

In a television interview, Colonel Sansern Kaewkamnerd, of the Centre for the Resolution of Emergency Situations, confirmed that all five grenades were fired from M-79 launchers.

The spokesman said later in an interview with Thai PBS that the first three rounds landed on the BTS Skytrain station, the fourth on the skywalk under the station, and the fifth in front of the Bank of Ayudhya branch.

He said dispersal of the red shirts during night time was not possible.

Sansern said the grenades were not fired from high positions but possibly from Lumpini Park or from a red-shirt stage close to the Saladaeng intersection.

He added that soldiers were not holding their rifles in high positions but were standing on guard and trying to locate the launch sites.

Soldiers apprehended six men suspected of being involved in the attack, including one inactive military officer. The suspects were taken to Thung Maha Mek police station. They were found inside Robinson Silom building.

After being photographed and questioned by police, five of them were released. One will be handed over to the military for further questioning. A later report said all the six men were civilians.

The first attack took place at around 8pm. Two more explosions were heard at around 9.30 pm and 9.45pm, according to a Thai PBS report, but there were no media reports or official confirmation.

Prime Minister Abhisit Vejjajiva called an emergency meeting of security officials.

Suthep said in a television address that the launch site was located behind the statues of King Rama VI to the south of Lumpini Park. He called on Silom residents to stay beyond the 400-metre effective range of the M-79 grenade launchers.

Suthep did not mention the Robinson arrests, which would have explained how the suspects were allegedly involved in the attacks.

When police made an effort to push back the Silom residents, they were scolded by the angry mob and took hails of missiles from them when they refused to retreat. The group earlier threw stones at city administration trucks, which beamed the spotlight at them, driving them back after breaking some lights.

Citing intelligence reports, Abhisit said in the evening before the attacks that the armed men in black, who had blended in with the red shirts during the April 10 violent clashes, were now dressed in white, and that it was not easy to separate women and children among the demonstrators in case crowd dispersal was needed. At around 9.40pm, repeated loud bangs were heard among red shirts prompting a hurray from Silom residents. It turned out later that the red shirts had lit firecrackers to celebrate the attacks on the Silom residents.

The BTS Skytrain service was closed from Siam, Rajdamri, and Saladaeng stations, while the MRT underground train shut its service from Khlong Toei to Hua Lamphong stations.

About 30 people have been injured in clashes and the throwing of objects between the two groups in the three days since the confrontations began on Monday.

Of the injured, 20 are receiving treatment at Chulalongkorn Hospital, three of whom are in a serious conditions; another 18 are at Lertsin Hospital, two of them serious, while 31 have been admitted to Bangkok Christian Hospital, five of them seriously. The remaining have been admitted to Phra Mongkutklao, BNH, Saint Louis and the Police General Hospitals.

Natthanan Kaengmai, 47, a Silom resident, said she suffered a head injury during the first three attacks. She suddenly felt blood flowing and called her son to take her to a hospital

反独裁民主戦線(ＵＤＤ)等によるデモ集会・行進実施に関する注意喚起（2010年4月22日20:30現在）
１．タイ政府当局は、ＵＤＤが集会により占拠している地域（ラチャプラソン交差点〜シーロム交差点を中心とする地域、地図は大使館ホームページを参照して下さい）における排除に向けた装置をとることを改めて強調しつつ、周辺の治安要員の配置を強化しています。これに対し、ＵＤＤ側は警戒を強め、占拠地域外縁の６カ所に設けているバリケード及びバリケードにおけるＵＤＤ側検問を強化しており、これら地域での緊張が高まっています。
２．現政権支持の市民集会も場所を変えつつ複数箇所で毎夕行われており、明２３日（金）にはラマ５世騎馬像前で数万人規模の集会を行うことも予定しております。また、２１日夜には、シーロム交差点において、ＵＤＤによる占拠に反発する一般市民とＵＤＤ側の間で小競り合いが発生し負傷者も出ています。このように、ＵＤＤとの衝突等、不測の事態が発生する可能性も排除されません。
３．本２２日（木）午後８時１０分頃、ＢＴＳサラデーン駅付近で爆発事件が発生しました。負傷者も出ており、同付近での緊張が高まっております。
４．ついては、ＵＤＤの占拠地域及びバリケード付近にはできるだけ近づかないようにして下さい。これら地域の近くに滞在する在留邦人、邦人旅行者については、不測の事態に備え、不要不急の外出は控えて下さい。
５．また、これら地域以外の外出にあたっても、報道等から最新情報の入手に努め、不測の事態に巻き込まれないよう十分注意してください。

バンコク週報によると、以下の通りですが、すごいことになってきました。イサーン出身のバンコクに住む高学歴の土着タイの友人は、黄シャツに共感。その友人の投資の上手な中国系タイ人は赤シャツに共感しています。国内が思想的に完全に分裂しているように見えます。
ビジネス社会の功罪、タイの王制の今後も含めて、
同様の尖鋭的な対立は悪くすると、近い将来、日本にも起こりかねない気がします。

治安当局、反政府活動の拡大阻止へ
　治安当局は４月17日、反独裁民主戦線（ＵＤＤ）の反政府活動拡大を力ずくで阻止
する方針を明らかにした。
　これは、ＵＤＤが都内ラートプラソン交差点エリアからデモ隊を動員してビジネス
街のシーロム通の占拠やバンコク銀行本店前での集会を計画しているとされるため。
　非常事態行政センター（非常事態宣言下の統治機関）のサンサン報道官は同日、
「（反政府活動を拡大しようとする）デモ隊は阻止する。必要なら強圧的手段も辞さ
ない。だが、過剰な対応は避ける」と述べた。
　また、ＵＤＤは先に、「逮捕状の出ている幹部らが５月15日に警察に出頭する」と
発表したが、ＵＤＤ首脳のチャトゥポン・タイ貢献党議員は17日、「政府がそれまで
持つとは思えない。出頭は延期した」と述べた。

非常に、おもしろい。著者は輸出入銀行にいた方。
最近、この手の書きぶりがはやるのだろうか。ちょっとバイアスがかかるかと不安です。フィリピン人に話したらむっとしていました。
